U.S. House Passes Ballast Water Legislation

Thank you for all your calls and emails on the Ballast Water Action Alert! The Coastguard Reauthorization Act of 2007 (H.R. 2830), which contains provisions to stop the introduction of invasive species through ballast water discharge, was passed by a vote of 395 to 7 and all of Michigan’s Congressional delegation voted in favor of the bill!

The final bill that was passed would:

  • Establish strong ballast water treatment standards;
  • Require ballast water treatment technology on board commercial vessels in 2009 using an interim standard;
  • Establish an aggressive time line for new, stronger U.S. treatment standard starting in 2012; and
  • Set a national goal that ballast water discharged into U.S. waters contains no living organisms by 2015.
Thank you again for contacting your Congressmen and women—your calls made the difference! Already over 185 invasive species are in our Great Lakes, which costs citizens, businesses, and cities hundreds of millions of dollars each year. The regulation of ballast water discharge, the number one pathway for invasive species, is long overdue. These foreign aquatic invaders have been destroying our majestic Great Lakes ecosystem, our sport fishery, our tourism economy, and our communities for far too long.

We will keep you updated as this bill goes before the U.S. Senate. For more information on this piece of legislation or this issue, please contact Resource Policy Assistant, April Bennett (abennett@mucc.org or 517-346-6472).

MDNR Denies Hunting Closure in Milford Township.

In January 2008, MUCC put out a call for action regarding a proposed Hunting Area Control Ordinance for Section 26 of Milford Township in Oakland County. Many MUCC members turned out to the public meeting and expressed concern with the proposed hunting closure. Members pointed out that there would be an overpopulation of deer in the area, limitations on wildlife management, and more car-deer accidents if hunting was restricted. Thanks to all of you, on April 16, 2008, MDNR denied their request!

NRC: Early Antlerless Season: Option A or B Up for Action; Hunters Choice for U.P.

The DNR has proposed another amended early firearm antlerless deer season to address TB and population control, giving the NRC two options to discuss and take action on at their next meeting.
  • Option A: Based on the previous proposal, this option would create a 5-day firearm season in the second weekend in October for privately-owned lands only in Shiawassee County and the TB area in Northeast Michigan.
  • Option B: This option would create a 5-day firearm season in the third week of September for privately-owned lands in the TB area and all of Zone 3 (Southern Lower Peninsula).
In addition, an amendment is up for information only that would give hunters in the U.P. (Zone 1) a choice of deer hunting license options: two bucks, both with antler point restrictions (3 and 4 points on a side), or one buck with no point restrictions (minimum of 3 inch spike).

The next NRC meeting will be held on May 8th at the Lansing Center. If you have any questions, please contact Amy Spray (aspray@mucc.org).

Farmers and Hunters Discuss Solutions to TB in Northeast Michigan

Last week, what was referred to as a “landmark” meeting occurred in Northeast Michigan: local livestock producers and hunters gathered around a table in Hillman to discuss the difficulties with eradicating Bovine TB and how they can work together towards solutions. The small group meeting was led by MUCC Executive Director Dennis Muchmore and Michigan Farm Bureau President Wayne Wood and also included DNR Director Becky Humphries and MDA Director Don Koivisto. Later that evening, an open public meeting was also held to invite members of the public to a question and answer session on TB in Northeast Michigan.

Specific topics for discussion included:

  • Agricultural and sportsmen communities working together
  • Reducing baiting (enforcement) and controlling deer numbers at the local level
  • Increasing use of on-farm wildlife risk mitigation measures
  • Increasing surveillance effectiveness
  • Livestock indemnity insurance
Sportsmen club representatives and producers have committed to continuing to bring this group of interested stakeholders together to address these issues locally.

Each spring, the famed lake sturgeon (Acipenser fulvescens) head up select rivers to spawn along the rocky riverbanks, almost oblivious to nearby human activity, making these rare fish susceptible to illegal harvest. The lake sturgeon is a threatened species in Michigan and a rare species throughout the United States. Now, anyone interested in catching a glimpse of lake sturgeon have an opportunity during a guided walking tour on May 9th, 2008. Researchers will be on hand to talk about lake sturgeon, poaching enforcement, netting and tagging, recent Black Lake Watershed research, and restoration work to improve sturgeon habitat.
